There are huge leaps inbetween legendary armor pieces (lvl 77 is the earliest mage body after the lvl 22 one!) and rarely any full sets to be owned. Twilight gear, on the other hand, comes complete as a full set at level 70 allowing you to upgrade that much sooner. My cleric isn't yet high enough for TT70, but I have a full TT70 set on my wizard.
